Adams County is a highly competitive, pro-business county that has aggressive business incentive programs available for qualifying "primary employers" looking to relocate or expand. Since 1994, Adams County has provided over $8 million in incentives. A "primary employer" is a company that sells a product or service 'outside' Adams County, which produces 'new' dollars for the county.
